Brezhnev Assignment

DOMESTIC POLICY

  • Brezhnev Doctrine –
    • Justify invasion of Czechoslovakia in August 1968 & other military interventions such as Hungary (1956)
    • Limited independence of communist states allowed, but no country could leave the Warsaw Pact
  • Force necessary to maintain communism within USSR
  • Return capitalism and education to USSR – create trouble for Brezhnev

FOREIGN POLICY

  • Diplomacy – if the world recognize USSR, less discontent in Russia
  • Internal reform too risky: Brezhnev push NATO to get rid of post-WWII boundaries, pretend to be capitalist to manipulate America to agree to “Conference and Cooperation in Europe”
  • Helsinki Conference

Largest goal – legitimize Russia internationally (post-WWII borders) to get rid of turmoil within Russia

Brezhnev agree to universal human rights to appease US

Brezhnev compromise many ideals to achieve certain goals

  • Détente – acknowledgement of agreeing to disagree in terms of US / USSR foreign relations; didn’t want to start a war
